I talked with a shipping guy a while ago - they are used to paying "fines" of 25K up just to pass through. He also said that they never arm the ships - it would just lead to escalation and he did not want his crews harmed.

These pirates now know that there is little to no risk for them, which has led to what they mention in this article: a pirate business. These companies should use that 25K to hire a professional armed guard (or guards) to protect the shipments. They may not even have to shoot or kill anyone. Just the presence of weapons will make them think twice before attacking another ship.
