- pluma 11y agoBingo. The gov't/company is the victim of the hack, but the citizen/customer is the victim of the negligence that allowed the hack to happen. This isn't like someone parking their unlocked sportscar in Somalia. This is like a valet parking someone else's unlocked sportscar in Somalia.
