I agree -- usually in the US teens and preteens have no issue getting data. And they're usually in areas with WiFi anyway. My sister successfully used a Nexus 7 tablet for a year when all her friends had phones, and rarely had any issues. It seems to be the European countries that have users willing to pick up "data-free" apps.
