A good data point but very limited. Indian Government bureaucracy is not the same as private enterprises. The inefficiency and feudalism of Government bureaucracy is very well known and does not bear repeating. Private enterprises,( not the outsourced variety ), do not work this way. There are other cultural issues but such blatantly incompetent and bureaucratic behavior you will not find.
