This seems illegal. Any lawyers here?
Two reasons:
1- Offering money for someone to commit a crime. If somebody obtains the details illegally, Wikileaks would be liable for that.
2- Interfering with the executive branch's negotiation of a treaty is definitely illegal, though not necessarily always enforced. (See http://en.wikipedia.org/wiki/October_Surprise_conspiracy_theory http://en.wikipedia.org/wiki/October_Surprise_conspiracy_the...)
All that said, Wikileaks probably doesn't care. They already leaked a ton of US gov't classified data, so why would more indictments matter?
