It is a very complex problem and there I don't think it is possible to simply point at Java or GC as the culprits.
It has more to do with how the platform architecture has been thought out and the lack of focus at that time on overall fluidity.
The Sky experiment by the Dart team (so another GC language) shows a very interesting attempt at designing a runtime for 120 fps apps.
The core idea of this project could very well be rewritten in Java.
