Why not make leap seconds only apply to Stratum 0 devices. Everything else will just correct themselves as if they had drifted. Shouldn't there already be proce

Why not make leap seconds only apply to Stratum 0 devices. Everything else will just correct themselves as if they had drifted. Shouldn't there already be procedures in place for drift?
