It almost certainly will not. Even in Windows 8.1, I have had to disconnect from the Internet before creating the first user so Microsoft wouldn't fuss about it.
- hobs 11y agoIn 10 and 8.1 I chose "create an account" and then at the bottom there was a local user option. It still is obviously a dark pattern, but you shouldnt have to disconnect from the internet.
