Gaming of the system by Indian outsourcing companies 4. The system (tying visa to employer and procedural inflexibility in transferring it) is such that it indirectly makes the visa-holder indentured to the company 5. Near-blind lottery system that favors outsourcing companies which apply for work-visas in the thousands (at which point, the lottery is a statistical bet for the company). 6. Near-blind lottery system that is heavily tilted against specialized (with a higher degree, for example) skilled employees who are critical to companies: if such a person loses in the lottery, the employer and the employee stand to lose a lot unlike outsourcing companies which operate on a sort of 'wholesale' basis.
