These are crimes, and therefore they have broken the law. Conspiring or inciting others to commit crimes is illegal in the UK.
- vidarh 11y agoWhich is why there is every reason to assume that when he says this, what he means is like to be more along the lines "people whom we say, or think, are seeking to kidnap, shoot, and bomb us, but where we're unable to find any evidence that they are actually conspiring or inciting others to commit crimes".
- sgift 11y agoPre-crime? You COULD be a baddy in the future ... we will just lock you up to make sure you won't be one. You have to trust us: It's for the best!
