Am I supposed to know my "final number"?

  You're supposed to guess/approximate it. The longer it takes you to decide, the lower the number. The more social you are, the higher, the more "appealing" you are, the higher, etc. It also only models a "one way choice"-presumably in actual application, both sides would need to jointly agree. It's not exactly an executable algorithm.
