That only works if society has the nerve to actually trap people in poverty and restrict them socially when they don't get education or skills. That idea is politically unpopular with a lot of people.
- iwwr 11y agoMore like restrict a particular avenue for education and advancement: on the job. Some people fare well, others get left behind.
