In Brasil, the nascent middle class consumes cares. It's a status symbol and a dream for many. It's a different culture. In the big cities (São Paulo, Rio, etc) the public transportation is miserable. Buses and Metro are overcrowded and Metro doesn't have a good penetration. So, no, in Brasil at least, no Peak-Car for quite some time.
