I think that's not entirely true, as countries like Switzerland or Norway are not part of EU, so they have had visas which were abolished with Schengen.
- gerty 12y agoIt's probably even more complex than that. Just took a quick look at the original Schengen Agreement: they only talk about harmonising visa policy. According to Wiki, visa policy is still set by the EU and all members of Schengen Area must abide by it.
