What do you mean by "sound"? Obviously it can't mean "effective" because as you point out these plans weren't the case.
- guard-of-terra 11y agoI mean that as far as science is concerned (disregarding humanitarian sciences because they were viewed not scientific enough) this sounds like a good, efficient plan and downside takes some time to notice when you have already invested much.
