You're not supposed to use Vagrant for the actual provisioning of a box - use the proper tools like Puppet, Chef, Ansible, Salt, etc. And Packer is for generating the base boxes. Packer abstracts away the virtual machine software like Virtualbox, VMWare, Parallels, etc.
