You linked to a release page that has a series of announcements. The most recent announcement is from March, and also a mailing list. That's all they meant. https://lists.debian.org/debian-devel-announce/2015/03/msg00016.html https://lists.debian.org/debian-devel-announce/2015/03/msg00... Today they will make an additional announcement.

Check the submitted page (https://release.debian.org/ https://release.debian.org/) and you'll see that even now that Debian 8 is released they don't mention Debian 8 being released or added any new item about that release. So, no that page didn't (and still doesn't) announce Debian 8 release.
