I see the credit card companies are trying to take a page out of the health insurance industry's book: Get legislation mandating everyone use our product, so we can make lots of money... There is a "theorem" of startups, which states that any business plan which depends on getting Congress to do something is a bad plan. But if the business plan is proposed by someone like Citi, who's big enough to actually influence legislation, it's a little scary...
