  Thanks for the share. =) I'll queue this to read later, but just reading the executive statement, it seems to jive with a lot of the discussion here. The issue isn't that code review /shouldn't/ be taking place, or even that there aren't directives stating that it should be done. It's that it isn't being done, and that's a problem.
