About arXiv licensing: most people choose the minimal licensing because they are submitting the paper to a conference of journal. If you put the paper in the public domain or under a cc license then you risk the journal or conference rejecting your paper. If journals didn't care about having the exclusive publication rights then I suspect a lot more academics would select more flexible licenses.
