When I worked at an office with cubicles, it wasn't any less noisy than the open office I work in. You could hear everyone talking and it was impossible to tell who was in the office and who wasn't. It seems to me that a better compromise would be to have small private rooms in addition to open collaborative spaces. Cubicles are the worst of both.
