No, they don't have caps at all in the Bay Area. I live here and I've confirmed it both theoretically (talking to Comcast reps) and practically (downloading over 1TB each month since I signed up).
That said, I remember hearing somewhere that they were waiting for the TWC merger to be resolved before moving ahead. Not sure how true that is.
