Your last paragraph describes first ARM chip :) ARM was all that(fast interrupts, fast ram) and more (30k hand laid transistors). It took a while, but ARM is taking over from the bottom up, making Intel ignore highend and concentrate all of its efforts on power efficiency (raw performance all but stopped in last 5 years).
