He probably means masters degree. I was looking at a few and couldn't find any that were fully funded. This was in stem programs at top schools.

- ForHackernews 12y agoIt's extremely rare for a masters degree to be funded. Most PhD programs are, because PhD students provide cheap labor to the college in the form of TA and lab technician work.
