That has been shown, in our culture. It isn't obvious that it can't work in another cultural environment, which I think is what GP was suggesting we create. I don't know how feasible it would be to create such a culture. Alcohol use is so normalized it seems almost impossible to change. (Yet, there have been experiments like Prohibition; those didn't go well.)
