I agree. A system that requires a 100% approval rate is unworkable. However: Here in Colorado, we have legal(ish) marijuana. However, there is a federal law that says that banks can't deal with these businesses. The result of this is lots of armed robbery. This doesn't seem very responsive to the needs of people in Colorado.
