I just find it very, let's say funny, that he (or she!) simply declares what the correct procedure is. One must wonder, if he/she is some sort of an arbiter in such cases. Also, it was rejected, with an invitation to resubmit, which makes quite a bit of difference. Especially when you take into consideration that the reviewers expressed why they can't publish it in the rejection.
