yeah, if you are paying some third party, it's not really "level3" bandwidth... a big part of what makes it "brand x" bandwidth is how much they are overselling it. That said, unless you have very serious bandwidth needs, buying from a third party like that usually works out just fine. In my experience, most people vastly overestimate how much bandwidth they are going to use.
