Indeed, as a lifelong OCD sufferer, OCD has done more to keep me from achieving anything vaguely goal-oriented than to order my life efficiently. I don't get all huffy when I see someone use 'OCD' like the author does, that's pointless. But it does make me think 'oh this person probably has no idea what they're talking about' before I even click the link.
