I've got a Surface Pro 1 and I don't notice that. I do notice that the Surface Pro's performance can suck if you don't have the right settings in Windows Power Options, but that's not unique to the Surface. I had the same experience with my quad-core i7 laptop out of the box, and it was fixed by increasing the minimum CPU speed in the Power Options control panel.
