"taipei is very clean also" Have you ever been to Taipei? I lived near the city for a little over a year and it wasn't really that clean. Garbage on the streets and people with dogs never cleaning anything up. I regularly had to step over crap on my way to work. The rats would come out at night in droves, but I'm not sure you can really stop this in any big city.
