Established US defense/space industry does not want to make it easy for SpaceX to enter the market. Simple as that. Since many generals leaving AirForce join the major firms as basically lobbyists, you can see where that's headed. It's not REALLY the AirForce that's making it hard. It's the established space launch firms, using their newly hired lobbyists.
