While I agree with you in general, at least in CS and EE it seems to be a good time for PhDs. At least for those considering industry. The amount of opportunities seems to be only growing and companies are fighting for them in some areas.

That is one of the few PhD programs whose graduates can find industry jobs, and whose graduates also intend to find industry jobs.
