The FBI deals with crime at scale, and they use statistics all the time to analyze cohorts of criminality. It doesn't mean they are going to come to someone's house and charge them with being a gang member. A list like that obviously doesn't mean these people are gang members, it just means they are aware that someone is 67% more likely to be affiliated.
Like in any data analysis, there is a pipeline of filters and operations. 67% higher chance of gang affiliation just by being a bike owner is pretty significant, but it would be a top-level filter only. I get annoyed when I see some lay criticisms of analysis that is needed to keep law enforcement effective. If some journalist gets wind of the how wide a reach some internal top-level filter has it becomes a kernel for a sensationalist story which doesn't have the depth for any more nuanced explanation.
