I can empathize with this situation. I don't know if 'boredom' is the right word for it, but maybe. I would look at providing more freedom for creativity. If you know the developer well enough, you know it what angle that creativity could take. It could be a new language, it could be new technology challenge, or it could be outside of tech and doing more business/marketing/sales stuff.
