Is this really the case though? The British Empire expanded greatly and militarily under the rule of Queen Victoria. Her reign of expansion and utter dominance of the British Empire over the world is even called the Victorian Era. The Russian Empire expanded greatly under Catherine the Great. These are just two examples, and the article lists two more, but so many of the Queens, Empresses, and other female leaders in history engaged in war, like so many of the Kings, Emperors, and male leaders.
War will be unavoidable as long as people have something to fight over. The only times war has been avoided is when a country goes into deep isolation, has so much military power over its neighbors that they prefer to pay tribute rather than suffer through war, or if a country has deep economic ties to all its neighbors and as a result must remain neutral in any conflict.
Gender has nothing to do with it.
