The legality part is interesting. If it's "illegal", but widely used, it makes the regulation wrong, not people, does it?
- uptown 12y agoWhile it may imply that there's a non-trivial amount of public support to overturn the existing legislation, it doesn't inherently make the regulation "wrong".
- sliverstorm 12y agoIt could mean the public doesn't support the regulation (see: Prohibition) or it could just mean that the regulation is easy to skirt. Think of building codes. Just because lots of people don't finish their basement to code, doesn't mean it's wrong to have building codes.
