I wonder what sort of correlation there really is between learning the enemies language and winning a war against them. This big army doesn't win wars because it holds itself back for political reasons. It is not that hard. You have to be 100% focused on total destruction. That is what created the modern Germany and Japan. This half-assed modern style of warfare is good for the arms industry I guess. For them a long war is better than a won war.
