Flying a drone over a crowd seems like peanuts compared to some of the other things police are allowed to do, like shooting toward buildings/cars/innocent bystanders, or engaging in high speed chases in populated areas. I imagine it will be argued that they have higher quality and better maintained equipment and properly trained operators and therefore should be allowed to fly their drones anywhere, but in my cynical mind I imagine that will go about as well as the use of flashbangs has.
