At least in the UK, the banks moved liability to the merchants, not the cardholder.
- organsnyder 12y agoCorrect. In addition, in the US merchants are only liable if they haven't upgraded to chip-and-pin—i.e. the banks are making sure that retailers have an incentive to upgrade aging hardware.
