Precisely. The point of this statistic, if anything, is that people don't work 100% whilst at work. Nothing new about that. When I worked for a big corp, FB/Twitter were blocked, so I would just spend the same time reading HN etc... People need breaks, whether that be getting a coffee or reading for leisure.
