The HN title is wrong and misleading. The NYT headline is "In Net Neutrality Push, F.C.C. Is Expected to Propose Regulating Internet Service as a Utility". That's a little different than "FCC regulating the Internet." ISPs provide internet endpoints to consumers. They should be utilities.
