Anyone who hates annoyance will already have disabled the stickykeys shortcut. A more reliable way if you're somewhat prepared is to just use a live linux system and NTPasswd. Any distro that can be installed to a flash drive should have it available.

The question is, however, if disabling it for your own account also disables it on the Login screen...

  Yes, it's a system-wide permission (needs admin rights) IIRC.

They did turn it off by default in the Win10 previews (or at least it was for my release)
