In Brazil "jaywalking" does not exist either, we do have pedestrian crossings on streets, and the law says you are supposed to use them, but I think there is no legal penalty for ignoring them. In fact after learning english it took me several years to understand what the hell was "jaywalking" because as a Brazillian it makes no sense.
