A good friend participated in what I think was a pilot program for this a year ago. The Italian govn't sponsored an incubator in Trento, invited entrepreneurs from all over the world to come participate... and then promptly fumbled the visa and business paperwork so badly that a good number of participants packed up and went home early. I can't remember the details exactly but apparently the visa troubles and business registration red tape made the whole program something of a joke
