I worry about the regulations being wrong or becoming wrong over time then being very difficult to change. What happens if we are legally obligated to engineer a system in an insecure manner and we can't fix it without a series of bureaucratic moves? If sweeping regulations do come along, I hope there's a strong push for them to be loose or amiable enough to avoid these problems. For now, though, I'm skeptical.
