Right, because it goes to https://kwelia.com/maps/cbsa_census_tract/Coeur%20d https://kwelia.com/maps/cbsa_census_tract/Coeur%20d i.e. it chops off the "apostrophe" and everything after. URL escaping gone wrong, I guess.
