Ugh, I've experienced this and it's terrible. It's not just that they're a waste of resources, they often end up creating busywork for themselves that draws in others and wastes their time. I'm not against PMs, I'm against having certain roles purely as a security blanket. It happens to designers like me too - just this week I tried talking a startup into offering a contract gig instead of a fulltime perm position because I'm still not sure if there's enough meat on the bone long term.
