I probably have a related issue on my android 5.0.1 nexus 7 table. It's not a phone so I can't test that but I am having a hard time connecting to WiFi manually sometime (for example if I have 2 per-saved WiFi AP's in range and I want to switch from one to the other) and only a restart seems to fix it. The annoying part is not that it won't switch but it disconnects and refuses to connect to anything until you restart the tablet. This release of Android is certainly full of bugs.
