It's basically groupware: document sharing, content management and messaging, ideal for those already working in a MS environment. I was just mentioning to someone that over the last couple of years a lot of the government sector jobs that used to read "ASP.NET/C#" now say "SharePoint." I'm assuming COTS is being mandated as a cost-saving measure.
